Devin Desktop is worth shortlisting if you regularly run more than one coding agent at a time and want local, cloud, and third-party agents on one board. It starts free, with Pro at $20 a month. One boundary up front: I have not run a controlled build task in Devin Desktop, so nothing here is a score for output quality, speed, recovery, or cost.

Devin Desktop review: the short verdict

Devin Desktop is the IDE formerly called Windsurf, rebuilt so the default screen manages agents instead of one open file. It fits people who supervise several concurrent sessions and want local agents, Devin Cloud agents, and outside agents such as Codex CLI or Claude Agent visible in one place. The price floor is free, with Pro at $20 a month and Max at $200 a month. The limit on this verdict is one clause: no matched-task, reproducible comparison of Devin Desktop against a rival tool exists in public yet, from me or from anyone else.

Devin AI, Devin Review, and Devin Desktop are three different products

Search results for this product mix three things up, so it is worth separating them before anything else. Devin Desktop is the IDE, the one that used to be called Windsurf, and it runs on your machine. Devin Review is a separate Cognition product: a pull-request review platform inside the Devin webapp that organizes large diffs, flags likely bugs, and scans for security issues on GitHub and GitLab. Devin itself is the third: Cognition’s cloud software engineer, whose sessions run on their own VMs rather than on your machine, and it is what most people mean when they search for a Devin AI review. If you landed here looking for opinions on the PR reviewer, that is a different product again.

The sticker price is only part of a real cost comparison. Paid plans include usage allowances, and extra usage can be purchased at API pricing. The amount consumed varies with the model, task size, complexity, and reasoning. A fair review therefore records the exact task and the usage it burned rather than converting a subscription price into an unsupported cost per feature.

What happened to Windsurf?

Windsurf was renamed, not shut down. On June 2, 2026, Cognition turned Windsurf into Devin Desktop through an automatic over-the-air update that kept the same editor, settings and extensions. The local agent is what changed: Devin Local replaced Cascade, which stayed available through July 2026.

The name is the only thing that disappeared. Cognition still publishes previous Windsurf releases for download while recommending against staying on them, and the Windsurf JetBrains plugin was left alone and keeps its name.

Cognition’s June 2 announcement says the Agent Command Center brings local and cloud agents, pull requests, and context into one place. Its transition FAQ calls Devin Desktop the same IDE and editor, with existing settings ported automatically. Windsurf is not being deleted so much as renamed and rebuilt around the agent board, which is why so much traffic for a Windsurf review now lands on this product.

The migration is not free of friction, and the specifics are more useful than a blanket “nothing changed”.

Devin Local uses the same harness as Devin CLI, and Cognition’s documentation claims a task can take up to 30 percent fewer tokens than the same task under Cascade. That is a vendor claim, measured by the vendor, and this review did not verify it.

What is Devin Desktop genuinely designed to do well?

Devin Desktop is designed around supervising concurrent work. The Agent Command Center documentation describes a Kanban-style view grouped by status, showing what is running locally, what is running in Devin Cloud, what needs attention, and what is ready for review. The editor remains one click away for inspecting or changing the code yourself.

Spaces groups sessions, pull requests, files, and project context. A new session inside a Space can inherit the context already associated with that task. That can remove repeated setup when one agent handles an API change and another handles tests. Whether the inherited context is sufficient or correct still depends on the task and the material placed in the Space.

The Agent Client Protocol integration is another meaningful distinction. Codex CLI, Claude Agent, OpenCode, Junie, Gemini CLI, and custom ACP agents can appear alongside built-in agents. Around that core sit Devin Cloud for hosted sessions, Devin CLI sharing the local harness, MCP tools that the permission system can gate, and the Windsurf JetBrains plugin that carried on unchanged through the rename. Cognition marks a boundary on that page: when an external ACP agent runs, the operations are delegated to that provider, under its own billing and terms.

Centralized agent supervision leaves each provider’s quality, privacy, and billing contract intact.

Cursor documents that its cloud agents run in isolated VMs in the cloud with full development environments rather than on your machine. Cursor also documents Bugbot, an automated review that comments on pull requests in GitHub, GitLab, and Bitbucket and runs in the editor as /review-bugbot over your branch changes before you push. Claude Code documents terminal, IDE, desktop app, and browser surfaces sharing one engine, and the same page lists automatic code review on every pull request through its GitHub code review integration. Those are real structural differences and they should inform a shortlist. They do not settle quality or value, and no matched task has been run across the three, so this table stops where the evidence stops. Which controls reduce the risk of parallel agent work?

Devin Local includes controls that deserve more attention than the number of agents on the board. Its current documentation describes OS-level sandboxing with writable-path restrictions and network allowlists or denylists. File reads, file writes, commands, HTTP requests, and MCP tools can each receive deny, ask, or allow rules. New sessions can also use separate Git worktrees, then merge their changes back into the main workspace after review.

The same page documents two layers of review. A root agent can spawn subagents with separate conversation chains, and Quick Review can send the resulting changes to a dedicated review agent. The Quick Review documentation says that second agent examines local changes for correctness, style, and potential issues before commit.

Those controls improve the review surface when the configuration and workflow enforce them. A permissive allow rule, an unreviewed worktree merge, or a reviewer given the same incomplete requirement can still approve the wrong behavior. The useful question is whether the chosen rules and acceptance tests constrain the business path the agent is changing.

Where your code goes when a Devin Desktop agent runs

Three answers, because there are three cases.

A Devin Local session runs on your machine, inside the OS-level sandbox, under the writable-path and network rules you set. A Devin Cloud session does not: the Agent Command Center describes cloud agents as Devin sessions running on their own VMs, which means the repository and the work leave your machine for Cognition’s infrastructure. Those two cases sit behind the same board, so the board alone does not tell you which one you are looking at.

The third case is the one people miss. When a session runs an external ACP agent, Cognition’s own documentation says all agent operations are delegated to that agent, that Devin Desktop’s privacy policy and legal terms do not apply, and that billing is directly between you and the third-party provider. One command center does not create one privacy policy or one bill. If your codebase carries data with contractual handling rules, decide per agent, not per IDE.

What existing reviewers and users report

It would be wrong to say no evidence exists. The Gartner Peer Insights Cognition profile carried 77 reviews when checked on August 17, 2026, and practitioner discussion of Cognition’s tools runs conditionally positive: good when you know what you want and have patterns for the agent to follow. That is a useful signal and it is more than this review has.

The narrower claim is the accurate one. No matched-task, reproducible comparison exists in public, from this review or from any of the write-ups currently ranking for it. Aggregate star ratings tell you how the product feels in daily use across many different codebases. They do not tell you what happens when the same feature, with the same acceptance tests, is handed to Devin Desktop and to a rival tool on the same commit. A second complication is entity confusion: a fair amount of the visible commentary about “Devin Review” is about the pull-request product, not this IDE, so read sentiment carefully before weighting it.

Does Devin Desktop prove that an app is ready for production?

Devin Desktop does not claim to certify that an application is production-ready. Its documentation covers building, testing, reviewing, permissions, and agent coordination. Production readiness remains a property of the resulting app and the evidence collected around its important workflows. The Hostinger Horizons review reached the same wall from a different direction: a different tool, the same production gap.

The distinction matters because a green test can encode an incomplete requirement. A checkout test may confirm that a button redirects while never proving the server recalculates the price. An account test may confirm that one user sees their own row while never trying another user’s identifier. An agent can complete the requested task and still leave those unrequested boundaries untouched.

My own audits do not need a fleet of agents to find a finding with that shape. An AI terminal assistant in my corpus, a small tool with one autonomous feature, silently re-ran a failed shell command a second time, on its own, to capture the error text for its analysis. Nobody asked for a second execution. If the first run had already created an order or written a row before it failed, the second repeated the side effect, and the owner saw a helpful explanation instead of a warning. That is what an autonomous step looks like when nobody is watching the side effect: reasonable alone, uninspected in practice. A board running five agents at once multiplies that unwatched surface; it does not remove it.

AxonBuild’s June and July 2026 corpus offers general context, not a Devin-specific rate. The historical result was 22 of 26 audited apps carrying a confirmed-critical finding, but the corpus does not identify Devin Desktop as the builder of those apps. That evidence supports independent verification of important workflows. It does not support a claim that Devin Desktop caused 22 failures or performs better or worse than another agent.

This is the same review-capacity problem behind why an AI-built app gets harder to change. More parallel output makes clear specifications and independent acceptance tests more valuable because each reviewer has more changed behavior to understand.

How should Devin Desktop be tested before a buying decision?

A useful hands-on review should run one dated, reproducible task against a fixed repository. A written spec the whole board of agents has to satisfy before a card counts as done keeps the test stable across sessions. The task also needs enough surface area to expose planning, code changes, tests, permissions, and recovery without turning the comparison into a month-long project.

This protocol would produce the missing evidence: a task, artifacts, cost signal, output defects, recovery behavior, and limitations. Until those artifacts exist, this post can assess product design and documented controls but should not publish a star rating, an output-quality score, or a claim that Devin Desktop beats Cursor.

The remaining blocker is access to that controlled test. Until a reproducible run exists, treat any Devin Desktop verdict, this one included, as an assessment of the product’s design and documented controls rather than a measurement of what its agents actually ship.
